Oxygen Support Systems is a participating provider in the HomeLink network. We are a Medicare supplier (NPI #:1780761817) but no longer accept new patients for DME items covered in the Competitive Bid program, which is discussed in more detail below.  

Fees for home medical equipment are determined by the US Department of Health and Human Services Medicare program. The entire fee schedule is available at https://www.cms.gov/Medicare/Medicare-Fee-for-Service-Payment/FeeScheduleGenInfo/index.html. To reference the fee for the item(s) of equipment you are seeking, please contact us to request the exact billing code or HCPCS item number. If we have already delivered equipment to you, our Rental Agreement/Delivery Receipt displays the Medicare fee that we will be paid if payment is approved.

Oxygen Support Systems is not participating in Medicare’s network of medical equipment suppliers due to the restrictions of the Competitive Bid Program, effective 6/30/13.
 

The Medicare Competitive Bid Program

The Medicare Competitive Bid Program for Medical Equipment was established by the Medicare Prescription Drug Improvement and Modernization Act of 2003 (MMA), and the program was briefly implemented in 2008 in 10 demonstration sites around the country. The Medicare Improvements for Patients and Providers Act of 2008 (MIPPA), enacted 7/15/08, terminated the demonstration programs, temporarily delaying the Competitive Bid Program until certain changes could be made to correct shortcomings in the original bid process. The demonstration projects were rebid in 2009. The Affordable Care Act of 2010 expanded the program from the 10 demonstration sites to 91, which includes the majority of metropolitan areas nationwide, including Philadelphia and Atlantic City areas.

Competitive Bidding has been applied to nine product categories of medical equipment. Each category is bid upon separately by medical equipment providers. Medicare then awards contracts to equipment providers for specific product categories. A beneficiary could end up being supplied by nine different companies for products previously available from one company. The product categories under competitive bid in the Philadelphia (Delaware Valley) and Atlantic City, NJ (Cape Atlantic) metropolitan areas are:

  1. Oxygen Equipment & Supplies
  2. Power (Electric) Wheelchairs
  3. Complex Power Wheelchairs
  4. Mail-order Diabetic Supplies
  5. Enteral Feeding Nutrition Equipment & Supplies
  6. CPAP Devices, Respiratory Assist Devices (RAD) & Supplies
  7. Hospital Beds & Accessories
  8. Walkers & Accessories
  9. Mattresses or Support Surfaces for Decubiti Treatment

Medicare has introduced this program as a saving plan for beneficiaries but in application it is restriction all beneficiaries’ access to equipment, creating bottlenecks and creating massive disruption to an important component of the healthcare infrastructure.
